William works with governments, policing organisations and public-sector leaders to strengthen institutional capability, operational effectiveness and public confidence. He brings more than 40 years of experience across senior policing, international security sector reform, consultancy and academia, with particular expertise in leadership, governance, community policing, evidence-based policing and organisational development.
A former senior Metropolitan Police officer, William completed 30 years of service across operational and command roles including firearms, community policing, criminal justice, public order and major incident leadership. He subsequently held senior advisory and leadership positions with EU and OSCE missions in Kosovo and Ukraine, managing complex reform programmes, multinational teams and projects involving government, law enforcement and international partners.
William continues to work internationally on policing and security sector reform. He is currently supporting OSCE work in Kosovo focused on evidence-based policing, helping strengthen how policing decisions and operational approaches are informed by evidence and professional practice. His recent work in Ukraine has included advising on custody, human rights and compliance for the National Police of Ukraine as part of an FCDO-funded civilian security sector reform programme. He also works as an Associate for the UK College of Policing, alongside his wider international consultancy and training work.
Through William Brame International, he advises on civilian security sector reform, community policing, public safety, leadership development and organisational capability. His work combines strategic advice with practical implementation, helping organisations translate policy and reform objectives into sustainable operational change.
William is a Chartered Security Professional, Fellow of the Higher Education Academy and a serving Justice of the Peace. He is also a member of the UN Security Sector Reform Advisory Network and lectures at university level in policing and community policing. His focus is on helping institutions strengthen governance, improve professional practice and embed reforms that deliver lasting results.
